I have a dual SIM phone.
SIM One is used for voice & text only.
SIM Two is used for data only.

Will everything continue work if I change SIM One setting from 2G/3G to 2G ?
In other words, is 3G ever needed for voice & text?

(SIM Two is set to: LTE/3G/2G)

2G is on its last legs. 3G is the primary provider of voice and text.
