    Ah, that's plausible enough, if he means it's happening on a small scale and involves observing drug-related gangland crime, for example. Gardai presumably, occasionally need to do covert observations and you'd hope they're not doing so in a Ford Mondeo or Opel Insignia ('unmarked') with two blokes in their thirties in the front seats. Speeding van seems more sensible.

    Not sure how that's a scandal mind you.
