How to long term send all calls to voicemail.

Hi there, I am working on a business project that I will require all calls to go to a number that I buy to go to Voicemail. Does anyone have any advice on what network to go with? Or maybe I should get an online number? I will be mainly using the number to provide people who ring with a recorded message. Thank you!
