Nest Thermo not controlling boiler

Have had both boiler & thermo for 2+ years with noise. Not the thermo is responding to control, but not turning the heat on. Any idea on where to start to find a solution? Is it an electrical or a plumbing issue

So Nest is working but boiler not?

Is there a thermostat on the boiler that is set lower than the NEST?

Does the boiler start at all ?

Thermo is controllable from app and also manually, hire it up, it lights up, lower it down, it goes off. However it doesn’t fire the boiler.

The boiler will start if you manually turn it on

If the boiler is on and you try to turn it off with nest, it won’t, if the boiler is off and you try to turn it on with nest, the app & thermo respond by lighting up and setting the desired temp but the boiler doesn’t come on

If you are confident with electricity, open the heat link and stick a meter across the relays to see if it is giving a signal, if you are not call the person who installed it.
