Not really, it has more to do with the tactics of NYC to get as much money from out-of-staters as they can, unscrupulous business practices in the city, and the unofficial, yet effective, way to gain favor from politicians and elected judges.

You can ignorantly accuse me of "whataboutism," but what it really is involves identifying similar scenarios in order to see if it holds up when the shoe is on the other foot!
