    The GSPCA are just an animal rehoming charity. They have no powers at all. Any issues should be reported to the dog warden or the Gardaí

    This is correct. The ISPCA do have inspectors who can intervene, they are not affiliated to GSPCA

    The Dog Warden should a routine check that the dogs are microchipped, licensed & have a collar name tag.

    It would be sensible to have a photo log so that one can identify & monitor the dogs. A Channel 4 program filmed Roma beggars swapping children around so it's possible that they do the same with dogs.
