Homeless people with dogs

I didn't want to start a new thread about this as it was more so an observation rather than an issue I have when visiting Galway city this weekend, but I couldn't find a thread suitable without posting into some older one. I noticed there were quite a few homeless people around the city with little dogs. I've seen homeless…

This is correct. The ISPCA do have inspectors who can intervene, they are not affiliated to GSPCA

The Dog Warden should a routine check that the dogs are microchipped, licensed & have a collar name tag.

It would be sensible to have a photo log so that one can identify & monitor the dogs. A Channel 4 program filmed Roma beggars swapping children around so it's possible that they do the same with dogs.
