Like the Altura Vortex saddle bags?

I'd 2, a smaller one and a larger one, found the large one wobbled about a good bit when it was full with pretty much everything you listed above. Was also tight for space. Small one wouldn't hold half the stuff needed. In the end I just went with a cheap pannier rack and a decent bag (generally just use 1 bag for everything with space to spare for gym gear if needed.

Multitools and stuff you can throw into a container that goes in the bottle cage (assuming you don't need bottle(s) for the commute?

I have this WoHo one, but not sure if I have a bigger version or not.

Anywaym, I recommend this stabilizer thing from the same folk. Stops sway, and you can put two extra cages on too. Seems to be sold out everywhere, but they're good.
