Transferring to civil service and getting incremental credit

    Hi

    I have worked in the public service for a number of years and am now transferring to the civil service.

    Is there anyone out there who has done the same and managed to keep their increments built up in the public service. I am entering through an open competition.


    Feel free to pm if you don't want to post.

    Is there any clear protocol for people transferring to receive their accrued increment credit or is this a battle to be fought?

    I think if you are moving to the same grade, or from an aligned grade in the PS to a CS one then there is an arguement to be made to retain your increments

    I was a secondary teacher and entering civil service as a co. So it is not the same grade I guess.

    Would I be entitled to increment credit if I was later promoted to eo level.

    I am taking a 50% drop in salary so I really need to get my increment level retained.

    Afaik you wont get to keep any increments you have gotten as a teacher nor start off on a higher point based on teaching service.
    I know of a similar case and the person started off on point one of the scale.

    Things may have changed over the years.

    I did the above and kept all reckonable service, increments, leave etc. I transferred sideways, though, it wasn't a promotion....from one grade to the same grade.

    I was also the branch secretary for the Union before I left, and was involved in a lot of cases involving this kind of messing around. I'll give you four examples below:
    1. Person gets promoted from (grade equivalent to CO) AA to EO. Goes from top increment of old grade to starting point of new grade. Massive pay cut involved. No budging
    2. Person was on EO panel awaiting next round. Heard of the messing about in point number 1 above. Entered a CO competition and was successful before place on EO panel came up. Transferred all pay/conditions across successfully, then kept it all again (moved up 2 points, actually) when successful at EO
    3. Person in identical situation as person 1, but negotiated with new HR thatinstead of dropping to the first point on the scale, they would instead come in at their current wage and remain there for as long as it took for their increments to catch up (so they didn't take a cut, but will get no increments for 5 years or whatever)
    4. Person who got a promotion from EO to HEO, no issue with carrying everything across

    It very much seemed to depend on whatever your current grade is and if it is recognised by your new department/body. It also seems to be dependent on how big/small the organisation you're transferring to is. Ironically, the smaller QUANGOS and "Bodies under the Aegis" were much more rigorous and less likely to budge than the bigger Departments. The reasoning I/we got back is "we have no wiggle room and have to do what the parent Department says" when I suspect that was all a smokescreen for someone unwilling to put the effort in.

    TL;DR: It depends. You'll essentially have to wait until you get a placement and then speak with your new HR unit and figure out their stance, unfortunately.

    What is your current grade? If you are currently a CO, EO or HEO / SEO then you're almost guaranteed to be fine. If you're at some sort of equivalent grade, that's when it gets a little tricky.

    This was posted as I was typing my last response. I would imagine they could be much more lenient towards something like that. But again, it depends. You'll have to speak to your new HR.
