Dampness in sports hall corners

Our local sports hall, made of steel frame construction with block work walls and has a suspended timber floor.
We have issues with dampness in the 4 corners, it gets dangerous for sports with a build up of condensation on the floor.
There's also condensation on the cladding of the steel frame work in the 4 corners. I assume the framework is going straight into concrete foundation which is causing the problem? It gradually spreads inwards from the corners as the nights go on. We have dehumidifies on the 4 corners when the hall is in use, and heating and fans up high in both gables. These help most of the time but in weather like this we need industrial dehumidifies to keep the dampness down.

Ill try and get any more info if needs be, I think there's insulation in the cavity block wall too.

Is there any fix for this? Would 6" vents down low in the corners help?
