Does it look from this photo that the outside reveal of the window was plastered after the window was fitted?

Yes 100% done after the window was fitted as half your frame is under the reveal

Yes but it looks like the window was changed before and a bead of silicone ran between reveal and window.

Why would a window be fitted this way?

If the window had to be removed the reveal would have to be removed first and replastered again after?

Almost all new builds are done like this aren’t they, windows in after blockwork complete then the plasterer comes on site

    Weatherproofing.
How do you propose it should be Installed?

Typically, window is measured a good fit for the blockwork opening, dpc laps onto the frame, plaster then runs onto the frame.
I see the silicon seal but someone may have just run that as an additional seal.

On a new house, the window is fitted and the plastering is done afterwards.
If the windows are changed or upgraded on an existing house it is usually all done from inside. Internal reveals are chipped off, window replaced and internal reveal replastered/patched. Outside reveal remains and a bead of silicone is placed between frame and reveal to ensure water tightness.
