Local need for returning emigrant

    Hi my brother is hoping to retire from abroad having emigrated 50 years build on land he has owned for the last 35 years which is next to my house and 1 mile from where we were born. There should be no issues in respect to the site itself .

    Any idea what is looked for to satisfy local need in these circumstances??
