Building in Wicklow?

Hi,
Did anyone maybe build or plan to build in Wicklow?
The housing market is so overpriced that I thought about going into semi self-build.
Question is how hard is it to get planning permission in a rural area, like Enniskery for example? All with which I talked say that it's almost impossible, all friends are against it, that its not worth the hassle.
Any advice will be gladly heard.

I was checking the Wicklow page, had to miss it.
It doesn't look good for me. Can't afford a new one, as I wanted to use HTB scheme I thought about building as a perfect solution. So it looks that it's back to "buy garbage" for me.
