How can a 2nd General Election come about? Does a motion have to be proposed in the Dáil and then get passed with a simple majority?

From what I understand its not a constitutional issue as such. Think the only thing is that a government has to be formed by the time a budget is due. Everyone is still in their original roles.

Maybe Leo (still in role as Taoiseach) just travels up to see the President again?
