    Look you're both right.

    If Europe wants to contain it (it doesn't but let's ignore that for the moment) it needs to get rid of local clusters and stop the spread from country to country. No point getting rid of your own cases if you import a batch of news ones.

    There's no point.. really.. in Ireland getting rid of its cases if the UK becomes overrun with the disease. Think about it.

    It is an entirely interconnected problem, and the governments failing to address that is what has got us into this position in the first place.

    You need to make hard decisions early on to not have to make harder ones later.

    This is effective as of today. In the initial red zones they had the army manning the checkpoints, blocking access. You needed a document issued by the Courts to allow you in or out (e.g. to deliver supplies). Think of this as Berlin when the Wall went up.
