Insurance company for 25 year old commercial 4x4

Have a no claims freed up from my teenage son after going out on his own. I want to put an old 4x4 back on the road and need commercial insurance as be using it for work. Current insurer won't entertain it. Fbd quoted 1,200. Myself have full ncb, no penalty points. Any company do people know who I could try thanks.
