The passing lane should be open to fast track essential workers and lorries. There should be signage to this effect. Why should they have to be delayed by these knuts. Anyone who fraudulently approaches the checkpoint ie.no letters from work or no hse Id should be fined to within an inch of their lives. "I didn't see the sign,or I cant read" shouldn't be accepted as an excuse.

"I didn't plan to have an accident today" is perfectly acceptable if you're over 70 though.
