Serious assault should carry a mandatory prison sentence, as should carrying a weapon, abusive or threatening heckling of pedestrians, serious damage to property, and anything else that falls under the category of "anti social behaviour".

Before the "are you thinking of prison to punish or to rehabilitate" question comes up, I'm thinking of neither. Punishment and rehabilitation should both be considered secondary goals of sentencing, with the #1 goal being "keeping law abiding people safe from scumbags by ensuring scumbags aren't free to harass law abiding people".

IF prison space is a problem, why can't we have a massive ramping up of house arrest with electronic tagging? Imagine if every known violent scumbag in an area with multiple convictions appeared as a dot on a Google Maps board of some kind, so that if someone reported an assault or theft at X location at around Y time, the local Gardaí could pull up a map and see exactly which "well known to the Gardaí" gobsh!tes were at that location at that time and pull them in for questioning.

This wouldn't be a civil liberties issue as it would only apply to people with a proven track record of violent behaviour. It could expire after a set amount of time (several years) with no incidents reported. Wouldn't be that difficult to implement technically these days either.
