Drainage pipe under stairs?

Hi all, I have came across strange pipe under staris in the corporation house from 40s. Since there used to be washing machine under staris a good while ago i would imagine this might be wastewater pipe but not sure... Any ideas?

Definitely not a waste pipe. Its the original town gas supply, it may or may not still be live
