Waste of time, fuel and money. Just another step to Elon cluttering near space with hundreds of his satellites and space junk. Not content with covering the planet in sh1t we are now filling space with it.
the fuel costs nothing, it's a misconception
Imagine Eircom going out of business because of Starlink - no more trash ISPs

Launch at 8.22pm Irish time, but what time would it be visible in Ireland?
    when it bursts into flames
It will either explode on the launchpad or in air.
I hope it will hit Cork or Dublin, those places deserve to be nuked.
With an ICBM the kinetic energy is enough, there's no need to add a bomb.

Ignoring the stupidity of the premise of your post, the science doesn't make sense either.

By the time it reaches an arc high enough to hit Ireland it'll have used up the vast majority of its fuel (and the first and probably second stages carrying most of it's weight will have dropped off) so won't have much force to explode. Then if it does explode it's not really an ICBM anymore it's just a large number of metal chunks, which would likely burn up on reentry. Any bits that did survive would certainly not carry enough energy to do the damage you describe.
