Businesses returning to work

When can seemstresses return to work in the governments plan to reopen business? I went through the plan and I could see anything definative. The 2m social distancing is extremely hard to acheive as you need to measure the clothes on the customer. Any help would be extremely helpful. Thank you.

Hairdressers reopen in phase 4. I'd imagine the jobs are broadly comparable in terms of exposure.
