Could be because Philadelphia is right across the river from Camden and a 90 minute drive from Newark, each of which defunded (in Camden's case even abolished) their own police and saw massive drops in crime as a result - 51% and 41% respectively.

The very most of the people shot in Philly are black, Philly , so it's that many out of 650k.

No wonder 80% of African Americans want police maintained or increased.
