Rushes removal

Ive recently moved into a house, ive an acre of a garden, a lot of single stalked rushes are up on it as it hasn't been looked after in 5 years. I'm wondering to do i kill off the rushes also how do i make the lawn fertile again as it has poor growth and colour. Any info would be gratefully appreciated
