I was part of a farm group that met Simon Coveney a few years back. A local FG senator organised it. I’m assuming he thought there might be a few farm votes in it for himself.

REPS was mentioned by a farmer as an example of a good scheme and Coveney started smiling and said something like, sure farmers got money for nothing in that and there’s not a hope there’ll ever be a scheme like that again.

The environmental benefits were a thing of nothing to him, or the Dept, especially when they couldn’t measure it.

If REPS was for farmers, then every scheme since then has been for the benefit of the Dept and advisors - they use them to gather data, it’s extra business/work (which is more money/power for them), extra staff taken on, build or buy new IT systems, promotion opportunities, etc. All good excuses for various units in the Dept to lobby for extra budget.

It’s no wonder there’s not a hope of any farm-focused scheme ever again. Farmers and the environment are a long way down the list of priorities.
