Stablising Solution for Sandtex

Hi guys, I'm looking to paint an old concrete chimney with white Sandtex, the surface has never been treated and is really rough and porous. Could anyone recommend a good stablising solution prior to applying Sandtex or Weathershield. many thanks, B
