No harm being placed on a panel for before or after any recruitment ban anyway.

For people who are familiar with Civil/Public Service recruitment; if you are selected for placement, do they take prior experience, qualifications and skills into consideration, or could you end up anywhere?

I see that some positions seem to be advertised separately (for some LA roles, anyway), is that only for more senior or specialised positions?

I am coming from the private sector, and would be taking a pay cut for an EO role. The SEO panel for Local Authorities is also open at the moment, but that seems quite a jump up from EO. Is there a level in between? Or am I mixing up two totally different systems (Civil Service / Local Authority)?

From my experience they don’t take anything into consideration when assigning you your new position. You’re just a number that needs to be allocated to a dept.

Its not a leak, its in the ministers briefing document that was published last week. Its available on gov.ie

    https://www.gov.ie/en/publication/a693b-incoming-ministers-brief/

    Page 34

My error, I didn't realise it had been published, I read the info from the examiner...the point remains though that it's a briefing doc, they will have to tread carefully.

That's exactly correct, whatever the next position is if you are the next number you are placed. When I was placed previously as a CO I had enquired about this, I've an educational background in environment but was placed in Dep of Health

When PAS place someone into a department they don't take prior qualifications or skills into account but that department might do. But not all the time either as it isn't always feasible. Assume you will end up anywhere though.

Public sector, civil service, and local authorities are all different systems and structures.

Thanks for that. Another question -

HEO - are there external panels for roles at that level?

When you are applying for the county of choice do you just enter a number in for example 1 for first choice and 2 for second.

    Application done.

I've applied for CS roles before but I've definitely put a good bit more time into this one.

I'm going to do a few practice tests too, as although I tend to score well enough in the aptitude tests, I can definitely do a bit better.

Really hope I get a role out of this. Did someone say the first jobs could be offered around November?

All HEO panels are internal only, you can apply after two years as an EO.

Exactly. The only open HEO competitions are for specialist positions like the HEO ICT. General service HEOs are recruited via internal or interdepartmental competitions.

Should the PDF include candidates name as well as the ID number . Or just the ID.

There's a box for your name at the top of the form.

    Hi all,
Can someone tell me about the Senior Executive officer position as it relates to the Executive Officers role.

Would the Senior Executive officer have Executive officers reporting to them?

SEO is a public service grade, local authorities IIRC. Executive Officers are Civil Service so there's no relationship.

Finishing off the application I have a question....The PDF will be attached to the on-line form.. is there any format to be followed with naming the PDF because its uploaded with the on-line application anyway. eg candidatename_IDpdf.

The external equivalent would be AO - Administrative Officer. Starts lower but ends up the same as a HEO. It's the graduate recruiting grade.

Some Government departments have already started tightening their belts and have stopped recruiting new people unless essential. I'm not sure they will publicly say their is a moratorium but the numbers of people recruited is going to take a huge hit.

    No, I've used surname_firstname.

If you have a look at the Information Booklet for the Senior EO role it says ‘Management Opportunities at Senior Executive Officer Level in Local Government ‘

From what I can gather it is more like an AP role in the Civil Service. Pay for the Senior Executive Officer starts at €67 909 per annum. Compare that with €30 278 for the EO. So, Senior Executive Officer in Local Authorities is a managerial position, in the booklet:
‘These are ‘experienced managerial positions responsible for leading on policy implementation, service delivery and change management in a dynamic and goal driven environment.’

    Totally different organisation structure

The EO is junior manager/ supervisory grade in the civil service.

The SEO is senior management in the local authorities.

I want to edit my submitted PDF form. I thought clicking on 'Withdraw' might help so I could edit and resubmit it but unfortunately it doesn't

Is there a way around this?

  • Registered Users Posts: 973 ✭✭✭November Golf

Thats is what they normally say. If that didn't work you will need to email them for advice.

FYI for anyone who is just filling their form out now the space for you duties in a job is very limited.

I had it all filled out on word document and planned an copying pasting it in but lost a couple of points for each job and my salary.

Everyone does the first stage assessments. It's how you get your initial order of merit.

If everyone automatically passes the application stage and goes to assessments, why do they even have people filling out their employment history, answering questions etc?

The application form is used during the interview

See above/below but I've heard stories of people getting through almost the entire process before their educational background was looked at and they were found ineligible.

Even then it's not used that much. The employment history on mine was shocking :pac: one liners with spelling mistakes. If it'd had been a Private Sector application it would have gone straight in the bin.
