How to get a Fibre connection from existing line?

My parents have a very poor DSL connection, on a good day they get just under 1Mb download. A year or 2 ago a company next to them (only company in the area) had Eircom install a fibre line to their building. This line passes by on the same pole outside my parents house as their telephone cable. They have contacted Eircom about having a connection into the house from this line, but were told no. They have contacted their local councillor, he said he is looking into it but he is not too optimistic.

What other options would my parents have to get a connection installed?

It's likely that the business had an NGN fibre connection installed - basically a fibre leased line. That's a dedicated fibre pair from the exchange all the way to the customer and there's no way to tap into it or take advantage of it in any way.

Ah, that could well be the case, that was never mentioned to my dad.
