    Is there such a thing as a card that I can top up with cash and then use widely across the country?

    If there are multiple, which has lowest fees?

    Revolut is probably the most common.

    I had a swirlcard but it let me down so much I binned it.

    No. I don't believe you can do that with any prepaid card, a side effect of anti-money laundering laws.
