Advice on 3080 upgrade

    My son wants a 3080, no later than Christmas.

    His current PC has i7-6700K (OCd by PCSpecialist to 4.4GHz) on a Z170 motherboard, with 16GB RAM (3200MHz), and RM750 Corsair PSU. His OS is installed on a SATA SSD (m.2, Kingston, 480GB), and all his games are on another SATA SSD (2.5in, Crucial MX, 1TB).

    I am considering whether to:
    1. upgrade just the GPU to a 3080.
    2. upgrade GPU to 3080, and motherboard, CPU and OS drive to AMD platform and PCIe 4.0 (keeping the RAM)
    3. upgrade GPU to 3080, and motherboard and CPU to latest Intel platform (keeping the disks and RAM)
    4. upgrade GPU now and wait for the next gen of the Intel platform, which should support PCIe 4.0

    I have always been partial to team Blue when it comes to CPUs, as they have been most stable. But the lack of PCIe 4.0 is annoying, and I don't want to upgrade his platform to something that will be obsoleted in less than a year (e.g. option 3 above).
    If I was to go for option 4, any idea how long the wait will be?

    Option 1 and see what the AMD 4000 series brings to the table.

    Wait and see what AMD offers as they could be highly competitive this time around, remember theyre due to launch their 4000 series CPUs as well soon.

    I'd certainly be waiting for the AMD launch to see how the GPUs perform. If you've got the cash to splurge on Intel, go for it but the Ryzen processors have matured and are very stable. I've had absolutely no issues.

    Also, there's no evidence to show that pcie4 has any bearing on next gen GPU performance.

    With big Navi and the new 4000 CPU's about to launch, It may well be worth your while to wait and see, just how good the new stuff from AMD really is.

    His i7, mobo, and ram, would sell very well as a bundle second hand.

    Hardware Unboxed have done some testing and it effects some results on the 5700XT. NVidia themselves have said it may make a small difference IIRC. The issue is going to be the streaming technology but I'd say that will be down the line.

    I know PCIe 4.0 might not have much impact on GPUs. The idea is to do a platform upgrade, as it is due. His current platform is 4 years old.
    So, if I do a platform upgrade, it should be one to last another 3-4 years, which is why I'd rather get him PCIe 4.0 and a faster boot SSD.

    The question on the table remains the same though: how long to wait?
    Zen3 has no launch date set, does it? They said 2020, pundits guessed between July and September, and we don't know yet if and when.
    Intel has no launch date for the next gen. It is rumoured to be end of 2020, but also possible to happen in 2021. It is rumoured to support PCIe 4.0 on the new 500 series motherboards.
