If there is no APN set up bar a dummy one is it possible to make a data connection to your provider?

It might be possible, only way to stop data is to remove APNs.

Three seem to accept any combination of alphanumeric characters.

Not sure about Eir or Vodafone, depends on how they set up their servers.

If there's money to be made, they'll find some sneaky loophole to exploit.

Surely it would need the APN address to make the connection/authenticate?

Issue is eir are saying the phone is making data connections @1.64 each time
Twice a day the phone is charged 1.99 pretty much one after another
Phone says no mobile data has been used
Yesterday I deleted the APNs and put a dummy one in with junk data
Turn phone on today and another 3.98 disappeared from credit.

Phone is basically just used for youtube and internet browsing and when on it has wifi turned on
Location services are disabled for all apps
Checked all the usual suspects for background data and all saying zero mobile data used

(friends phone by the way and it's a Samsung A70)

Can't be sure TBH, but AFAIK only a phone without any APNs at all would prevent data traffic.

Is it possible to remove all APNs from settings, remove dummy APN as well.

In any case, the daily rate for eir data is 1.99 for 100MB, beyond that it's 2c per MB so there shouldn't be 2 charges of 1.99 in the same day. That would require exactly 200MB of usage. There's something odd going on there, regardless of APNs.

Ask for a data usage report...you might need to use GDPR.

Some networks push a default APN from their end so even if you have it set up incorrectly on your device, your phone will still connect to the internet.

This is certainly the case with Vodafone where your device will connect to the Live APN unless you've another valid Vodafone APN set (eg HS or ISP APNs). The limitation of this is it only happens on the home network. If you're roaming and have an invalid APN set, your device won't connect.

I had removed all APN's subsequently 3 charges of 1.99 were taken from that evening to the next afternoon

They've now disabled data from their end and he is supposedly on a data/call package for the next month (even tho he has been charged nearly 7 euro for one call!). So goes from bad to worse.
