Insulating a garden shed

I have a small garden shed 12foot x 12foot. 40mm box frame and steel box profile cladding. I wanted to insulate it on the inside and then cover it with chipboard. Can i use 40mm pir insulation to completely fill the void and then fix the chipboard over it or do i need thinner insulation with an air gap between insulation…
