In relation to Biden wearing two masks, some masks are cheap and flimsy, I often use a sheet of kitchen paper to line the mask I use myself.

So - Even if the polls are as inaccurate as they were in 2016 he still wins by a comfortable margin both in the Popular vote and the Electoral college.

Some masks filter the air as you breathe out. That’s that outer mask in this picture, I believe. Other masks filter the air as you breathe in, the inner mask here.

I work in a clean room. Up to March this year, we wore the outer type every day. It was to protect the machines we build from the particles we breath out. Does very little for what you breath in. If they was hazardous dust exposed, in our case tin dust, then we had to put on the outer type. It’s quite common.

RE Two masks - looks like two disposable masks. Nearly all masks provide protection for the wearer and others (The general exception being those ventilated masks designed for trade - they normally only protect the wearer as the have an unsealed valve to let air out to make it more comfortable to work in).

Ideally a mask should have a filter - i.e. an outer layer to catch larger particles and a filter for smaller ones. But over time the mask (if single layer) or filter will become saturated as its being breathed on constantly. Having a second mask when only disposable ones are available would mean the outer one can be changed when saturation point is near.
When saturation point is reached you effectively have your mouth touching all the wet particles so it would be a good idea to swap out.

So therefore I can see a situation for two masks arising in the case of an expected prolonged contact time (with other people) and only disposable masks available.

ye - that in/out applies for larger particles - for virus, then nearly any mask will do both ways (remember - its really only to catch the bigger droplets etc - the tiniest vapour can still get through)

Sure, the N95 respiratory mask protects the wearer.
The surgical masks (two- or three layer) masks, protect others from the wearer.

By wearing both, like Biden did, he is protecting himself AND others.

Fair few reasons to be wearing two, eg he was in flight when he wore two so might simply have been for added protection. Or if it was vented, a secondary mask would eliminate that risk of infecting others. The indications from this thread is it might have been vented so it's pretty sensible.
