A neighbour asked me about the possibility of running a cable from their parents house (they have FTTH) to their residence which is some 250m away. I know this is beyond RJ45 ethernet cable. Would it be possible to run a fibre cable from the parent router to another router actuing as an acess point. would the cost be huge?

As per the previous post, it would be much cheaper to set up a wireless point to point connection between both houses assuming they have line of sight

If LOS isn't possible (even with an antenna pole etc.) with wifi, but you have a ground route between both places then fibre isn't a massive cost but it will be more expensive than wifi and a steeper learning curve than wifi.
You can get pre-terminated outdoor fiber, either direct bury or cable that needs to be placed in a duct for mechanical protection. Simple hydro pipe will do. If digging a trench isn't a problem between the two locations, the biggest pain is the entry point to both houses.
