    Varadkar says the negotiations concluded on 3rd April and it was brought to cabinet on the 9th April.

    But O'Tuathail received this document on 5th April, did he not?

    Did O'Tuathail receive this document before other cabinet ministers and Varadkar claims it was already in the public domain?

    Considering the NAGP are now defunct it would appear not. Perhaps even the opposite.

    He claimed it was mostly in the public domain and something about things not remaining confidential for ever. Basically he leaked confidential information and he's bull****ting to dismiss it.

    Caught rapid on the leaking cabinet secrets there.

    They all leak stuff. The budget is a good example. We pretty much knew every detail before it was announced.
