"Stub out" for sink etc. - what is terminology in IE/UK/UK

I've seen these everywhere in Germany, pre prepared connections for sinks, washing machines etc. which simply need to be uncapped/connected when/if needed.

But what is the correct term for such "ready to go" connections - and is there a standard for them? (Even the German word would be useful)

    E.g in US:

(In Germany, drain more flush with wall...)
