Named driver lost driving licence

Hi all my son is in UK and lost his Irish Licence, Can he apply from there for a new one? If so will Gardai accept lost Licence form from me? And will the Licence section give it to me? Or how does it work? I want to be able to get him insured on my car when he comes home. Any help appreciated thanks
