Would you see much of a difference between a 9th gen i9 vs a 10th gen i7 in a machine that would be mostly used for editing video (4k) and also After Effects on a small enough scale?

No, their performance would be exactly the same.

If you want an upgrade, look to AMD: Ryzen 9 or Threadripper.
