why is my mobile prefix 00353

    I live in Thailand -so when I try to change my mobile number, the menu refuses the request, to change it to 66 or 066 or 0066. The background to this is my transfer to TransferWise, using my debit card, was declined due to a security message. tks for any advice. tia.
