I think, for example, if livestock production needs a million litres of water, and 1.5m litres fall as rain the the excess is 50% ( (1.5m - 1m)/1m )

I read it as if X litres are needed, at least what percentage of X falls as rain. I think the word excess is in this case is used as "greater than" rather an a surplus. Again though, don't quote me on it.

Vaguely remembered an ad that mentioned the percentage years ago so I knew it was a big number but I thought it was around 85%.

Well water is from rain and springs.
All of this comes from rain essentially.

Yes pretty much, and in animal production they are mainly eating grass and we don't need to irrigate in this country.
