    I read it as if X litres are needed, at least what percentage of X falls as rain. I think the word excess is in this case is used as "greater than" rather an a surplus. Again though, don't quote me on it.

    So the correct answer is 99%, Clara was onto something with all water coming from rain.

    Vaguely remembered an ad that mentioned the percentage years ago so I knew it was a big number but I thought it was around 85%.

    We don't take any water from the sea.

    All mains water is from dams, rivers.
    Well water is from rain and springs.
    All of this comes from rain essentially.

    Yes pretty much, and in animal production they are mainly eating grass and we don't need to irrigate in this country.
