do you know if any of the providers still do the PAYG where you buy credit and it doesn't have to be used within the month and you get 6 months before they close the account?

The dad let his account lapse so has lost his number but he only topped up very rarely

How long is his account terminated?
The number has to be quarantined for being re-issued so he could get it back.

They all do if you work it right.

For example, if you sign up for a €20 PAYG offer with Vodafone/Three/Eir, as long as you top up by €5/€10/€15 the offer won't activate and the top-up credit stays on the account. Out-of-bundle charges are very pricey across the board though so doing this only makes sense if usage is extremely light.

From personal experience, Three works best. I have a spare Three SIM I haven't topped up in well over a year and it's still active. Credit expires after six months of non-use though but every chargeable use resets the clock so you don't need to top up until you've exhausted your credit balance. (Edit: This may have changed with their new plans so you need to top up every six months to prevent your credit balance expiring).
