Heifer with sore teats

Have a heifer calved a month. With bottom of two teats quite sore and getting difficult to milk.the vet told me to rub peppermint ointment. Was thinking using a teat plug.any suggestion of curing this.?

Using a teat plug leaves them prone to mastitis.
