Wow. What on earth is going on here?

An Irish flag with some sort of decaying on the right - is that brown? An MS Paint special. A paper etching. And a lazy eye puzzle. How to separate these?

1. Santiago del Estero - I like that this is fairly simple but not plain (my rating system for a lot of aesthetics in life )
2. Tacuarembó - interesting crest
