Loja - nice, tidy symmetric effort, I like it.
Neuquen - similar to quite a few other flags in the region but nicer than the one it's up against here.

Sucre - ooh very nice. colours all work together, and the crest is lovely. has a nice flow to it
Nuble - well should be obvious by now, but its silky and its got a lovely crown :P

Loja agree on the whole symmetry thing. I love the colours together too

Nuble I'm a sucker for traditional things like shields, castles, crowns etc on flags.

Loja wins its match comfortably. The second bout was a tie but I think Kathleen's reason is my favourite as it nods to tradition and the symbology. Also, as Cosmo alluded to, there are are quite a few in Argentina with a similar style.
