Those are some...special flags right there!

Magdalena (COL) - that chaotic star arrangement screams "we don't give a fúck" and I can respect that
Canelones (URU) - the big fat red slash makes me think that this flag has been censored or banned, and that creates intrigue
Puno (PER) - it's.....well, I don't know what it is, but it's not unpleasant. Brings to mind low-budget/primitive video-game graphics.
Chocó (COL) - no, no, no, I do not like that top-heavy stripe arrangement at all.

Delta Amacuro (VEN) - a busy pattern but clever choice of muted colours stop it from being overbearing. Also a helpful map in case you forget where you are.

Cali (COL) - nice, pleasant, simple flag.

Manaus (BRA) - that grumpy sun is legitimately unnerving.
