Lights question

Hi in my garage I have long narrow bulbs along the ceiling. They are encased in plastic cover...3 sets...2 work , one doesn’t . All on the same switch. Bulbs with 2 prongs out of each end Sometimes if I am working in the garage for a prolonged period, the third set would come on after a while. Today , I took out a bulb that was working and put it into the set that is not an it still didn’t work. The bulb worked when returned to its original place. the wiring is only about 6 years old. Any thoughts...I couldn’t attach a photo for some reason..

You need to replace the starter most likely. Cheap enough. @€;2

Thanks, where is the starter situated... easy replacing ?..

Most are located on side of fluorescent fitting. Twist and pull to remove

Could well be the guts too.... Ballast for example
