Installation of limestone slabs. Screed or wet mortar base?

    So i hired some guys to install limestone slabs on an existing concrete base.

    They have been unreliable from the very beginning not showing up until 5 days after the initial date.

    Anyway, after the first day of work and then not showing up for a few days im considering telling them to stop and just leave it as im not happy with the quality, levels etc.

    One question i have is they are laying a screed bed of about 4:1 sharp sand and cement. Of the few slabs they have laid none of them have actually stuck to this bed after 48 hours. I pushed on one of them and it just moved and lifted easily.

    Should slabs actually stick to a screed bed or do they just sit into it?
