Parents have a credit card that they get the bill in the post. Not registered for phone or online banking. They got there bill today, but they were supposed to be issued a refund yesterday for one of the transactions, which won't show up back in the account for a few days. Is it possible for them to go to an atm next week and somehow check the balance like you can on a debit card?

You should be able to do it via one of the Kiosks in a branch, depending on which bank they are with

They should be able to call the card issue and ask for the balance, even to ask if the refund had appeared.

+1 tell your parents to have the most recent bill to hand when they're calling the CC company as they often ask about recent transactions as one of the security questions.
