    If you are buying a .22LR pistol for target shooting is it hard to get? Is it restricted and can you store it in a pistol safe at your home?

    and can you store it in a pistol safe at your home? YES.

    You can only get a license to target shoot with a pistol, so you can only shoot at a range that caters for handguns. So you will have to join a shooting range before applying for your license.
    Just do it. :)
