    Except this does not match the typical 'repair' scam that you're thinking about.

    Two big differences - the service was required and it was the householder who called them i.e. it wasn't a cold call.

    The tenant had a leaking roof, saw an ad. and engaged these cowboys because she didn't have the local knowledge to spot that they were in all probability complete chancers who were lacking the skills and competence to carry out the required work.

    They called to the house at her invitation, they did not knock on the door of a vulnerable old person offering services she did not need.
