I'm looking to built a fence for a house I'll be living in for the next 4-5 years. I understand conventional knowledge would recommend Cedar. Two things are holding me back, firstly, I plan on painting it and secondly I don't want to pay a huge amount if I won't be there for a long time.

I don't need to worry about resell value etc. of the home.

I would buy treated timber but I can see from brookes they sell planed whitewood for a much lower price than Cedar. If I were to appropriately seal the wood then paint would it last for at least 5 years?

The fence will be sitting on top of a 1m high brick wall with steel supports running into the soil.

All ym experience is indoor furniture made of plywood so when it comes to actual wood I'm at a loss!

Properly treated and painted wood for your fence will be ok.

A benefit is that it has no contact with the ground which will then improve
its ability to withstand water ingress from the ground.

Just do whatever you can in the design, like rounding, cutting to an angle ect,
to get any rain to run off horizontal surfaces.

Maintain it yearly, and use good quality exterior paints for this.

    I wouldn’t paint it either.

If it’s only to last for 4-5 years, lash up the fence and move on with other things.

I understand the idea of not putting too much effort in but painting a fence is no more than a weekends work so I'm happy enough to do so.
