Can an Irish student get free fees in UK?

If an Irish citizen wants to study in the UK and would ordinarily qualify for the SUSI grant and free fees initiative here, can they avail of this in the UK? Or would they still need to pay the ~£9k per annum UK student tuition fees? Does this SUSI grant or free fees initiative cover this for Irish students in UK?
